You can drive with seatbelt off as long as you manually push the parking brake button down. I do this all the time when I get home get out and get the mail and then drive up my long driveway. If you don't manually push down on the parking brake the truck will not move

No it is showing you the number of miles until it believes that you need your next servicing. It starts at 9999 and goes down.....
