ARB Red Tow Hooks without ARB Bumper?

I'm seeing a Tacoma on smartpath inventory with ARB tow hooks as an option but no option for the ARB bumper.

I'm pretty ignorant on this, can you get the tow hooks installed without the ARB Bumper?
