Has anyone got any experience in a fly rod carrier? I only have a prinsu roof rack and a n OEM tonneau cover so I cant install bed rails.

So if I install a fly rod carrier I'd imagine it could still only mount to the roof rack but would just hang way out over the hood of the truck ?

Depends on the rod holder you choose. I've had my 4-banger River Quiver from Riversmith for a few years and love it. I usually rig before I leave home and get fishing quickly when I arrive somewhere to fish. Riversmith also has a Shortcut Quiver that you might want to look at. Fits inside the bed. You can fully rig except for connecting two rod sections if you do it right. You can find plenty of pics online for different mounting options. I know Yakima and Trxstle also make dedicated rod holders. FWIW, I think of Riversmith as the gold standard for design and quality.
