Who lifts the quality control?

My truck has been held at a rail yard in the city where my dealership is at for 2-3 weeks now. What is the process to lift the quality control hold and who is the one to make that decision? I assume it is Toyota corporate but is it really just a matter of an employee finally making his way to my city and going through a checklist? Seems it’s getting to the point of taking too long if it’s just a matter of that. I’m in Alberta Canada if that makes a difference.

I suspect it's not an issue of waiting for a QC check. Probably Toyota found a recallable issue and are getting it fixed at the ports rather then forwarding to dealers and having to do an actual recall.

I can't imagine they wouldn't have had the foresight to staff enough QC personnel knowing what their shipping schedule was going to be.

my Bronze Oxide sport premium changed build dates 4 times since April it was finally built on 5/21 on 5/29 it was put on the rail system to port with a 30 day quality control issue
