Door sill paint scratch/peel -- how to repair or touch-up?

Hi,

today a friends scratch and peel the paint passenger door sill multiple times! The paint is so thin and bad quality…. I think it is only the paint, not the primer.

what is the best way to fix it? Before installing a door sill protector like this

If I do touch up paint (but no clear coat) before installing it, does it has some risks to rust? Or touch + this is perfect?

any advice is welcome

First thought was touch up paint followed by vinyl.

Touch up paint some vinyl and then don’t drag your feet over them. Boots with sand and or stones on the bottom will certainly do that

I wonder if I should clear coat with a spray instead of the pen, there is so many scratches…
