Yep - that definitely lowers you mileage, which leads to lower range predictions.

Your actual range is probably greater than what it says anyway, because Toyotas think they are out of gas when there is a good bit still left in the tank.

When I picked up my Tacoma in July, it was getting 287 miles with every fill-up. That has slowly decreased since then; now it's consistently at exactly 250 miles range after every fill-up. And that distance is accurate (excluding the tank reserve).

Turns out 300lbs of rock sliders and skid plates + slightly bigger tires did have an impact on gas MPG  I just wish they had a bigger tank in this truck. Sub-300 mile range before the low fuel light comes on seems crazy to me, but oh well.

The simple answer is winter fuel is blended in such a way to allow easier vaporization in colder weather. But the components used have less energy per gallon then summer blends so you need more fuel to get the same power output.

Aloha,
I have a 24 OR long bed daily driver on the H-1 and can be hectic, keeping it 60-65 and averaging 22.0 to 22.7 mpg. sometimes 23 and have 4650 milage running shell ultra since new with break-in oil changes at 600 miles and 3600. I am not sure if it's the fuel or diligent break-in that is a result of the results or not. I would like to hear from others with similar results.
