I cannot speak for Toyota dealers, but when I purchased my Bronco a few years ago, I ordered Fuel wheels and Falken tires.
I could have sold the stock wheels/ tires independently, but did not think there would be many buyers for stock since the Broncos were just coming out.

So the Ford dealership that I went through gave me a $1000 trade in on the Stock wheels/tires.
That helped offset my purchase of the new upgrade.
Well, I just spoke to my contact at the dealership and it was no surprise to me that he shot down any type of similar credit on the stock wheels if I bought the black ones. I will either stick with the stock setup or maybe look into it again once the truck is delivered.

I hit the same mental question when I was ordering. Pay +$1325 to swap out your stock wheel with the TRD wheel, or order them after the fact and pay equal or less for the wheels, caps, lugs, locks, mounting, balancing and also have your stock wheels to use as a second set or put up for sale.

Reflecting on this, I opted to remove the TRD wheel from my configuration and buy aftermarket. Online dealership had the wheel listed for less than retail, center caps, they looked up the correct matching lug for me, and I ordered black wheel locks (note, the wheel locks are slightly shiny black and the lugs/wheel are matte black, but they confirmed there is no matte black lock options OEM). My local goodyear charged me $32.50 per tire to swap over the tire and the tpms sensors, balance the wheels, and put me out the door. I opted to do bronze center caps instead of the red TRD ones.

My chrome wheels+caps+lugs are now posted for sale in the marketplace should anyone desire that look.

Here was my cost rundown (I priced out both center caps).
Some notes: first price was my total price, second price is the MSRP-per-piece. You need 4 caps, 4 wheels (if you're ignoring your spare), and the hub/lug nut is sold in eaches, so you need 24 without locks or 20 with locks. I opted to order 24 to have backups in case there is ever an issue with a locking one.

factory option = $1325 and you forfeit your stock wheels/lugs
aftermarket path = $1274 and I have stock wheels/lugs up for sale (or spare)

Now... on the other blackout options:
"blackout package" only blacks out the front grille emblem and any lettering on the side doors. It did not change the tailgate, nor handles, nor mirror backs, nor iForce-Max logo.
you have to opt the tailgate lettering separately, and depending on your trim level it may come non-contrasted, or may already be a contrasting color.

In my case (LTD trim) the tailgate lettering was chrome. So I had that removed and replaced with matte black lettering as well. I've further replaced the mirror backs with color matched (chrome for sales if someone wants), but you could also order black if you don't like what you have existing.

Hey, I had forgotten about this thread and have since posted updates on some other threads, but I will circle back here just in case anyone else stumbles on this one.

Knowing I wanted different tires, I bought new tires (265/65-18 Toyo Open Country A/T III) from Discount Tire Direct long before my truck arrived at the dealer, and arranged to include the black TRD wheels in my truck’s purchase order when I bought it. At the advice of someone else on this forum I then inquired (a second time) if the dealership would buy the OEM wheels and tires or credit me on the PO. I wasn’t sure they would go for it but they did, and cut me a $1250 check for the set.

Considering the price on the black TRD wheels alone was 1300 and change, I basically got them in exchange for the OEMs - fine by me and easy. I had also gone down the path of pricing out all of the parts needed from a few local dealership as you included above, and the lowest all-in amount I got for the black TRD wheels, all parts, and having them mounted was just over $1600. The main reason the price was higher was because of the Toyota TPMS listed at $100 a pop. This worked out well in the end anyway, because my dealer just took the TPMS out of my stock wheels and used them in the new wheels and tires.

As for blackout, I still find the Toyota ordering and "customization" process (such as it is) pretty frustrating. The term blackout is referenced as an option in some places but nowhere on the build page at least for my truck. Anyway, I got the tailgate lettering done with the factory build, and ended up with the common plasti-dip DIY method on my front emblem. It came out great and shows no signs of any problems so far.
