I'm actually sort of looking at it the other way. I'd like a Limited, but I'd prefer part time 4WD over full-time AWD. That said, it's not a deal breaker for me, and I sort of get why they did it this way.

I feel like the take rate on a TRDOR with AWD rather than part time 4WD would be pretty low, since AWD is generally seen as less capable. Probably too much added complexity to option that onto more trims.
Curious where you're getting facts to say that full time 4wd is less capable.
If one reads/watches Toyota's engineering videos, they'd see it's opposite and more capable. It's the same system as the part time but with the extra ability to allow wheels to independently rotate when needed.
It also contains the same features to "force" 4H and 4L wheel and rotation behaviors.

Are there facts that show the opposite? Or is it the continuation of someone else's misperception or bias?

Just to let you guys know, who dont know the difference between models. The limited does not have full time all wheel drive, only hybrid limited has it, says the guy who owns a Limited model...
