So I ended up getting it. Nice piece. Went to install it though and the latches on my tonneau cover interfere with the mounting brackets. I have a retractable cover, so it didn’t matter where on the rail I positioned it it was a no go. For anyone wondering, I have the SynetifUSA retractable cover (which I do like, but limits what else can be done with the bed).

It 100% does not rotate. I saw another one online that does. Can’t remember the manufacturer.

Roll-n-Lock Cargo Manager can flip/rotate.

It uses it's own track though that completely covers/negates the OEM rails.

I got it, but when I went to install and saw I'd lose the anchor points I had positioned along the rail, I stopped. It currently sits in its box never used...

I have another post here with photos of the Roll-n-Lock A-Series with t-slots installed. Cover is beautiful and has the smallest permanent footprint of any retractable. I was strategic as I inserted the mounting clamps and seeded the OEM tie downs in between each clamp point. No interference with cover at all.
