As of Monday, November 14, 2016: Manufacturers have until Sept. 1, 2019, to equip all new hybrid and electric vehicles with sounds that meet the new federal safety standard. Under the new rule, all hybrid and electric light vehicles with four wheels and a gross vehicle weight rating of 10,000 pounds or less will be required to make audible noise when traveling in reverse or forward at speeds up to 30 kilometers per hour (about 19 miles per hour). At higher speeds, the sound alert is not required because other factors, such as tire and wind noise, provide adequate audible warning to pedestrians.
So this is why all electric vehicles I've seen (namely Teslas) sound like a Jetson's car when they're in reverse.

In my neighborhood the electric cars make more noise than the ICE ones because of the presence sound. I find the Tesla one to be both louder and more irritating than most of the others.

This is wrong. It is not the motor.

It's an independent speaker that has to exist by federal law on any electric only vehicle in order to alert blind and hard-of-sight people to a moving vehicle's presence. That's why it cuts off as soon as the ICE engine kicks in, because then the engine and exhaust make equivalent "alert" noise.

I’ve been listening more carefully. I hear two distinct sounds. One is an orb type UFO sound that comes on when it’s in electric mode the other sounds like the electric motor itself.
"The Jetsons" car sounds (any BEV/HEV)= pedestrian speaker. Other sounds = other causes :)

24' Tacoma TRD Hybrid Off Road
Just got my TH this weekend.. Less than 350 miles driven (picked up at dealer with 28 miles). One thing I notice is a high pitched noise starting at under 20mph (coming down in speed, coasting) with or without braking. Noise goes away immediately when apply gas. RPMs are 0 when hear the noise. As soon as apply gas and RPMs go up, noise is gone.. Kinda think this might be a Hybrid plant noise, but have had a Prius since 2011 without noise, so not inexperienced with Toyota Hybrids. Wondering if just me, just my TH, maybe I have super senstitve hearing, or are other owners hearing the same thing.
Could be the artificial noise from the hybrid. Comes on automatically when motor is off. Comes on going forward or in reverse. Not near as loud as the RAV4 hybrid. lol My wife's car sounds like a spacecraft.

Each automaker has come up with their own pedestrian warning sound and some are more obnoxious than others. The sound Toyota chose does make them sound like a Jetson mobile.

My neighbor's Tesla makes more noise than ICE cars, which continue to get quieter. From inside my truck I hardly notice the sound anymore and it lets me know that my truck is running on battery power. It also led someone to ask me in a parking lot if my truck was an electric vehicle. lol
