That's hard to believe, i don't think the borderline does much to change the weather...lol.
I can remember Toyota Corp. doing cold weather testing for Lexus prior to launching, in northern Alberta when I lived in Ft. McMurray back in 1988.

Have respect for that kinda cold , used to live in Alaska for 15 years Block heaters were the rule
everyone had a cord hanging outta their grill
