Do you have the windshield cowl defect like 100’s of others of us? Wondering if water has been leaking right there from it? And yes, I would be concerned.
Thank you for mentioning it i do have the defect which caused it to rust

Is this rust happening to gas, hybrid or both? Something worth knowing. That same part is in both versions.

it can happen to any its a cowl problem
I’m still out on the cowl being the problem. Some of the 3rd gens had the same issue on the cowl. That is literally a rubber piece that isn’t sealed to the glass. Run a hose over that spot and show me water coming into the area in the engine bay and I may change my mind.

Exactly. My 3G had this cowel issue but water never got in. Unrelated

I checked my truck a little more closely and attached a couple of picts. That part is heavy cast metal and most of it is painted black. Where it was machined it is bare metal and mine is rusting too. Since my truck is just a month old these show how it looks when it is just starting.

But surface oxidation is actually protective and can stop rust eating into metal, so it is probably not all that important. I guess mine will look like @Slikka's truck one of these days and it isn't pretty, but probably won't cause any problem.

I also don't see how water coming in under the cowl would get to this area, and it is more likely just splashing up from the road.

It's unpainted cast iron. Mine has a bit of rust but nothing like yours. I live in the dry west, and I suspect you live somewhere the humidity is much higher.

Take an acid brush and paint the surfaces with some light oil. It'll make you feel better, but without oil, that part will still last longer than your truck.
