I was furious too. The sales manager and Toyota HQ just ignored my inquiries about it. Sales manager promised "he'd look into it" and then zilch.

False advertising?I am so angry about this I’m ready to sue Toyota for false advertising.
I bought a trim level with a brake controller for a reason. This is a big FAIL on Toyota’s part.
That's not Toyota's fault, that's the dealer's.Well I would have considered that too if they hadn't lied to me and said there was a brake controller plug in the harness that I could use for the brake controller I already owned.
I never said it was Toyota's fault. The dealer lied. He told me twice it was there. That's not Toyota's fault, that's the dealer's.
From what I see this is just the part not the wiring.Thankfully the lightly used 2024 Tacoma I bought had the trailer brake controller in the package, otherwise I would have been subject to the same level of frustration that you guys are experiencing.
However… I was just thinking, what are the chances that, assuming your truck has the 7/4-pin plugs in the back, that you could buy the trailer brake controller itself and install it in the lower instrument panel AND that the wiring is there to plug it into? It looks like the part is readily available and only $118 from Olathe Toyota. I don’t know if the wiring is behind the panel, but if I was in y’all’s position, I’d be taking a look. If it is, just buy the OE Toyota controller and call it a day.
This #16 in the diagram below.
