I had this plastic tapping when hitting bumps. After looking all over it turned out to be one of the liners in the wheel well. The smaller plastic one on the drivers side. The little plastic fasteners have a ton of play. I put some tape on it and plan to bring it up at the next dealer visit.
I have a brand new 2024 tacoma trd off road also. The noise going over the speed bump and while full turn/ body flexing ( either going into a steep driveway or a deep dip/ turn) it clunks.
Clean this rubber and the area that contacts the hood. Then apply some silicone lubricant or protector to the hard rubber, I use 303 aerospace protectant.
This was the fix for my clunk. I do this everything I wash the truck or it’ll start making noise again. Took me months and many dealer trips to figure out, give it a try and may be an easy solution.
If enough people bring it up as an issue to Toyota and they diagnose it then I’m sure Toyota will fix it. It’s not a huge deal to me anymore, every time I wash my vehicle I just wash that weather stripping and never hear the noise. Is it a perfect fix? No, but it’s a fix.
