Had the same issue. The installer that I ended up taking it to ended up taking the rack off and marking where the clamps went before installing the rail. He told me that if the rail side isn't seated properly the whole install is bad. Once you get that clamp seated in the rail you should be better off. Also, the last clamp closest to the front of the truck needs to be moved away from the location specified in the instructions as it doesn't allow the cover clamp to lock into the rail.looks like you don’t have the bracket hooked into the track correctly. That screw should also pass through the hole in the back of the bracket and yours seems to be hitting. I’ve also attached a pic of mine for reference.
