Likely based on risk analysis. There's no requirement to issue a recall if it's not a safety issue, and as long as the likelihood of a failure is below a certain threshold, it's in their best interest to just repair the ones that break rather than intervene proactively.I do find it funny that they are aware and have an explicit list of "potentially" affected VINs, but it is not a recall yet. Maybe I haven't owned (new) cars long enough, but that seems funky to me.
